  2. Separate a proposal or announcement from a rule already in force.
  3. Check who the change applies to and any transitional conditions.
  4. Check a person offering paid advice on their regulator's register.
  5. Ignore guaranteed approvals, purchased job offers and messages requesting payment to a personal account.
